Do you need a CPC or a GCC? The full rule index

Every product category on CPSC's certificate rule lists — the citations that apply and whether children's (CPC) or general-use (GCC) certification is required. Since July 8, 2026 this data must be eFiled with CBP on every shipment (16 CFR 1110).

Children's products — CPC required (54)

Third-party testing by a CPSC-accepted laboratory.

General-use products — GCC required (39)

Any qualified laboratory or first-party testing can support a GCC.

Categories on both lists are age-dependent: mainly for children 12 and under → CPC; otherwise → GCC. Rule lists transcribed from CPSC.gov (GCC list as of Aug 8, 2024; children's list as of Dec 5, 2024). Not legal advice.
